Below is an introduction to some of the team who are working on the new clinical build at Calderdale Royal Hospital.

Senior Leadership Team
Anna Basford
Dr Anna Basford has been Director of Transformation and Partnerships at Calderdale and Huddersfield NHS Foundation Trust (CHFT) since 2013 and in 2022 was appointed as Deputy Chief Executive. Anna is the Trust’s Reconfiguration Programme Director.
Anna has a breadth of Director-level experience of leading successful transformation programmes across NHS Commissioning, Primary Care, Community, Mental Health, and Acute Hospital organisations. This has included: leading transformation and turnaround planning to improve clinical and financial viability; developing and implementing district wide primary and community estate strategy (LIFT); integrating health and social care to establish intermediate care centres and a community hospital; leading organisational change to embed service improvement and redesign through the establishment of a LEAN academy.
Anna has BSc (hons) and PhD in Biochemistry and Applied Molecular Science (University of Manchester), is a graduate of the NHS General Management Training Scheme (University of Manchester Business School) and has the Certificate in Managing Health Services (Institute of Health Services Management).
Jonny Hammond
Jonny is Deputy Chief Executive at Calderdale and Huddersfield NHS Foundation Trust (CHFT), having previously been Chief Operating Officer from October 2022 to October 2025. Prior to that was Director of Operations for Medicine at CHFT.
Jonny has been in the NHS since 2002 having qualified as a Physiotherapist. He gained experience across a number of clinical areas within a number of organisations including CHFT, before moving in to management roles including as Director of Operations for Surgery and as Director of Operations for Medicine. Between 2022 and 2025 Jonny was Chief Operating Officer at CHFT, where he supported consistently good performance in cancer services, improved waiting times for planned appointments and improved waiting times in the Emergency Departments.
Throughout his career Jonny has focused on continual improvement of clinical services both when working clinically and in management roles, delivering on several large-scale projects and strong operational performance. He has a strong focus on people and team development to support our staff so that they can provide the best possible clinical services for the patients they serve.
In his Deputy Chief Executive role, Jonny has a broad range of responsibilities within the Executive Team and across the organisation including being the executive lead for Community services, Health Inequalities and the Trust’s operational reconfiguration activities.
Jonny holds a Masters in Management and Change in Health and Social care.
Stuart Baron
Stuart joined Calderdale and Huddersfield NHS Foundation Trust (CHFT) in April 2013 as Assistant Director of Finance. During this period he has been the finance lead for a number of areas including estates and facilities, IM&T, financial efficiencies, capital and the Electronic Patient Record project, and is the finance lead for our Reconfiguration Programme. Stuart has led on the Reconfiguration of Hospital Services programme, the restructure of the Trust’s PFI contract, capital and our Joint Venture partnership.
Stuart held the position of Deputy Director of Finance from December 2016 up to November 2025 when he was appointed Executive Director of Finance with Board responsibility for finance, estates and facilities.
From September 2018 to July 2025 Stuart held the position of Finance Director of the Trust’s wholly owned subsidiary, Calderdale and Huddersfield Solutions Ltd where he held Board level responsibility for the Company.
Speaking about his role as finance lead for the programme, Stuart said: "There are two real milestones for me so far in the programme, the approval of the Outline Business Case for the new clinical building at Calderdale, and the opening of HRI A&E.
"For me, the programme is an opportunity to shape healthcare provision for the future. Our revised clinical model and new estate facilities will ensure that patients get the care they need, when they need it."
Fran Hewitt
Fran joined Calderdale and Huddersfield NHS Foundation Trust (CHFT) in March 2024 as the Assistant Director of the Transformation and Reconfiguration Programme.
Fran has more than two decades of experience working in healthcare, predominantly across the acute sector, commissioning and in primary care. She has led on a number of high profile projects including the mobilisation of clinical commissioning groups, the development of new primary care properties and services, establishing a regional immunisation and screening patient recall protocol, and developing a lung cancer early detection programme. In her most recent role, she established and delivered a programme overseeing more than £50m of major structural and capital works at an acute hospital in the north of England.
Prior to joining the Trust, Fran held a number of senior roles across the NHS. Her background is in communications, engagement and marketing, specialising in consultation, media relations and issues management. Her achievements include co-authoring a paper in the medical journal Thorax; graduating from both Leeds Metropolitan University and Buckinghamshire New University; and qualifying as a Building Better Business Cases Practitioner.
Fran's main role is to ensure that the programme is delivered in line with high standards of governance and risk management and that we are engaging people in the planning and design of our buildings and services.
Speaking about her role, Fran said: "I am really proud that we have been able to work so well together to develop the designs for the new clinical building with lots of colleague engagement, and by using our patient experience and involvement framework which we developed early in 2025. The project has also had involvement from our Experts by Experience team who have helped us to appraise the designs.
"I am excited by working with the team from Laing O’Rourke on the development of their Social Value Plan. This describes all of the activities that they will deliver beyond just the building to maximise opportunities for our local communities. The plan is aligned with our local economic and health and wellbeing priorities and will include getting local people into jobs and apprenticeships, giving work to local businesses, and supporting charities in Calderdale and Kirklees. It’s really exciting to see this work already getting off the ground with local schools and colleges.
"There are lots of wider benefits of the Foundations for our Future Programme in terms of improving the quality of care and our patient environments. The new clinical building, which will house the A&E and 8 wards at CRH, will also bring lots of sustainability benefits. It will be an all-electric building, built using Modern Methods of Construction, which uses less energy, results in fewer CO2 emissions, improves recycling and reduces construction waste on the building site.
"We are working towards achieving an “Excellent” score in BREEAM accreditation, which helps organisations to work towards net zero carbon, and to design sustainable buildings that are more efficient to run across their whole life cycle."

Sophie Box
Sophie is General Manager for the Reconfiguration programme, responsible for making sure the big picture stays on track while also keeping an eye on the day-to-day details. Sophie's role connects the dots—between strategy, delivery, and people—so that change feels less like disruption and more like progress.
Speaking about her involvement in the programme, Sophie says: "I’ve always lived in the local area, and CRH has been my family’s hospital for as long as I can remember. We’ve had strong links to CHFT over the years, so being part of shaping it's future feels personal. Knowing that the changes we’re making will benefit future generations in our community is what makes this work so meaningful."
Jackie Ryden
Jackie is the Governance Lead for the Reconfiguration Programme, providing oversight and assurance across all aspects of programme governance. She is responsible for maintaining day to day governance arrangements, including project closures, post project evaluations, lessons learned, and derogations processes. Jackie works closely with project boards and workstreams to support the set up of new projects, ensuring clear programme approved scopes, robust governance structures, effective risk management, and reporting frameworks are in place from the outset.
She leads on programme-wide risk and governance management, including facilitating risk deep dives, producing governance reports, and identifying opportunities for continuous improvement.

Clinical Leads
Mark Davies
Dr Mark Davies has been a Consultant in Emergency Medicine at Calderdale and Huddersfield NHS Foundation Trust (CHFT) since 2006. Alongside his clinical duties, Mark is Clinical Lead for Transformation and Reconfiguration for the last three years.
Having graduated from Medical School at Leeds in 1995 Mark started his working career at CHFT where he undertook a number of junior doctor posts. He returned as a consultant after undertaking post-graduate training in Manchester and across West Yorkshire. Mark is an examiner for the Royal College of Emergency Medicine and teaches on a number of Life Support Courses.
Prior to taking on his role in the Reconfiguration Team, Mark was Clinical Director of Emergency Care for 10 years. During this time Mark oversaw the resilience of the Emergency Care service through CHFT’s centralisation reconfiguration of Children & Women’s services and Acute surgery; and latterly, Frailty and Cardiorespiratory services. As well as leading the Clinical Service, Mark collaborated with system partners in developing the West Yorkshire Trauma Network as well as governance of the emerging NHS111 service. Throughout his time as Clinical Director, Mark has been, and continues to be an advocate for reconfiguration and is passionate in articulating the clinical case for change.
Janette Cockroft
Janette is Nurse Lead for Reconfiguration and is one of the clinical leads in the programme helping to ensure that the patient experience and journey throughout the design of the new clinical building and other internal service developments are central to the work we do. Her role supports decision making, in partnership with key stakeholders, to work towards improving service provision for patients and staff within our acute hospital sites. Using opportunity to engage and share with patients, colleagues, and partner organisations, important information about the programme design and progress.
Speaking about her role, Janette says: "This is exciting and a privilege to be involved in, and realise how it can make a difference to our patients, staff and local communities . The design, facilities and space within the new clinical build has focused on efficiency for how our colleagues can deliver care close to the patient, maximising time at the bedside. We have listened to colleagues around the importance of their working environment and ensured there are enough equipment storage areas, admin spaces and staff rest facilities."
Gautam Chakrabaraty
Professor Chakrabarty is a Consultant Orthopaedic surgeon and Clinical Lead for the Reconfiguration programme. He leads on the maternity floor project and designs, and new theatres, as well as the new clinical building at CRH.
He said: "I believe this is a once in a lifetime opportunity to provide top class health care to the population of Calderdale and Huddersfield. I am pleased humbled and honoured to be a part of this project and hopefully will leave a legacy that I can be proud of in the future when I hang up my clinical boots."
Rob Moisey
Rob Moisey is one of the Consultant Clinical Leads for Foundations for our Future, and has been in this role since 2020. Rob has been a consultant at Calderdale and Huddersfield NHS Foundation Trust (CHFT) since 2009. Previously, whilst Clinical Director, he oversaw a number of large scale reconfigurations of medical services to improve services and clinical care. His current role is to support the reconfiguration team as well as clinical directorates and divisions in redesigning current clinical pathways for the new hospital at Calderdale. He is involved in developing the designs of the new hospital building and developing the designs for changes in the current hospital site at Calderdale such as the Intensive Care Unit.
Rob said: "The planned changes will allow exciting and significant developments of our current services aimed at improving the care we give our patients. It will also improve the working environment for staff."

Dan Smith
Dan Smith is Technical Leader for the Reconfiguration Programme. Dan provides day to day design development, working closely with our construction partners and professional team, guiding the process from concept to completion. Dan also provides assurance at each stage of the process that we have met the best practice, current regulations and local or national policy.
Having worked operational in the organisation for over 10 years, Dan has a deep understanding of CHFT. As each project develops and nears completion, as the soft landings champion, Dan will work with the contractors and the users to bridge the gap from construction into operation to create a smooth transition into use.
Tom Donaghey
Tom joined Calderdae and Huddersfield NHS Foundation Trust (CHFT) in July 2014 and has held the position of Head of Estates within the Trust’s wholly owned subsidiary, Calderdale and Huddersfield Solutions Ltd since April 2021. Tom leads a team of 40+ estates professionals and has delivered the award winning Ward 18 Covid Isolation Ward and the new £15m Emergency Department at HRI.
Tom has a BA (Hons) Interior Design (University of Huddersfield) and an NVQ Level 7 Diploma in Construction Senior Management and is a Member of the Chartered institute of Building.
Prior to joining the Trust, Tom worked at a number of architectural practices and a building surveyor for Turning Point, a social enterprise specialising in substance misuse, learning disability & Mental Health, managing their national portfolio of 200+ properties.
Tom leads a highly skilled team of estates professionals, overseeing the design and delivery of our reconfiguration projects and ensuring they meet the highest standards of compliance, build quality, cost control and programme management. Speaking about the programme, Tom says: "The developments will provide local residents with a state-of-the-art, purpose-built facility that supports the delivery of exceptional, high-quality care."
Leah Marshall
Leah is the Capital Project Manager within the Estate’s Department at Calderdale and Huddersfield Solutions. Leah's role entails preparation and presentation of key project governance documentation, contractor management, encompassing oversight of both principal and sub-contractors, and ensuring robust budget management through the raising, receipting, and recording of requisitions mitigating the risk of overspend.
Speaking about the programme, Leah said: "I find the programme particularly exciting due to its fast pace and the breadth of its components— there are a lot of different elements to the scheme so you are always working on something new, no two days are ever the same. As a resident of the local area, it is especially meaningful to contribute to a development that will bring such lasting benefit to myself, my family, and the wider community. It’s an exciting time!
"It will create improved, modern facilities that enhance the experience and opportunities available to patients and the wider community offering them the treatment and care they require in calming environments."
Stuart Sugarman
Stuart Sugarman is the Managing Director of Calderdale and Huddersfield Solutions (CHS) who manage the contract with our construction partner, Laing O’Rourke for the design and construction phase of the new hospital building at Calderdale Royal Hospital.
CHS are also responsible for developing the new operating model for the delivery of hard and soft facilities management (FM) at Calderdale Royal Hospital.
Stuart is also the climate lead for Calderdale and Huddersfield NHS Foundation Trust.
Laing O'Rourke
Chris Northwood
Chris Northwood is Project Director who has overall responsibility for leading an exceptionally talented team of people to deliver a new clinical building which will provide state-of-the-art care for local residents.
Speaking about why the new clinical build is such an exciting project, Chris said: "The culture and collaborative behaviours across the whole project team, and ultimately how that will benefit the new clinical build and the Trust’s staff, patients and visitors for future generations. Having benefited from the opportunity to work on a number of major healthcare project developments in my career, visiting those facilities once they’re open, and hearing about the experiences of everyone whose lives are touched by the physical infrastructure we deliver is rewarding beyond measure."
"For major projects like the new clinical build at CRH, we become part of the local community and local economy for a number of years, and alongside CHFT, we have really exciting plans to make sure this time yields significant social value benefit."
Fay Batey
Fay supports the delivery of social value on the Calderdale Royal Hospital new clinical build, turning the aspirations we’re targeting in partnership with CHFT into real outcomes for local people. Her role focuses on creating and coordinating initiatives that provide education, employment, and community benefits - such as school engagement, careers events, apprenticeship pathways, supporting local businesses, and community volunteering- while ensuring these achievements are tracked and monitored to make sure we’re delivering real and meaningful benefits, and are making a lasting difference for the local community.
Reflecting on the social value work so far, Fay Said: "Seeing young people get inspired about future careers in the construction industry has been a real highlight. I also love getting out and developing new opportunities and approaches to engaging young people and hopefully attracting them towards careers in construction.
"It’s exciting to know this project will transform healthcare in Calderdale, improving facilities for patients whilst supporting the local economy, providing sustainable employment for local people, inspiring future generations and promoting healthy communities."
Harry Holland
Harry is Procurement Manager for the MEP (Building Services), managing the procurement process of all supplier and sub-contractors that the Building Services team will work with on the New Clinical Build at Calderdale Royal Hospital. Speaking about his role in the project, and what makes him excited about the new clinical build at Calderdale, Harry said: "Knowing how big an impact the New Clinical Build will have for staff and patients, and being from the local area I can’t wait to see the finished product, I already know now that this project is definitely something that I will look back on with pride for many years.
Having been born there myself, and with it being my family's local hospital, I know how great the staff are at the hospital, and I’ve no doubt these new facilities will have such an impact on their ability to deliver care for our for generations to come."
Harry Spence
Harry works in the expanded business group within Laing O’Rourke, which involves the civils and structures portion of the building. This primarily concerns positioning and assembling all of the building’s structural elements.
During preconstruction, Harry is directly involved in meetings with the Architects and Structural Engineers to refine and tweak the design to ensure that we iron out any clashes and are left with a design which will be efficient and low risk to construct, honours the needs of the hospital and local stakeholders, and accomplishes goals set regarding carbon management and health and safety.
Once the works start on the new clinical building, Harry will transition to an active site role. I will be using surveying equipment to ‘set out’ where the structural elements will eventually be installed. I will help oversee the installation of precast elements and other structural elements, and I will be in constant communication with our operatives about site activities like these, ensuring that we work safely and with integrity.
Harry will also play a key role in maintaining health and safety on site and legal compliance during the construction process. I will be filling out site diaries which record all of our materials, equipment, and activities on site. I will also create as-built records showing the final product. Keeping records like these ensure that the structure is assembled as originally designed, so it remains compliant with legislation and standards and remains safe for use for decades to come.
Calderdale is the first project of Harry's career who recently graduated, MEng (hons) Civil and Structural Engineering, from Newcastle University. Harry said: "As it’s my first project, and I’m finding my feet after spending my whole life in education, absolutely everything about this project excites me. Whether it’s engagement with the principal designers and structural engineers, putting my experiences so far into practice on a real project with real requirements which will impact the lives of real people, or just living in a new area and navigating the start of my career, I’m approaching it with as much enthusiasm as possible."

Steven Jenkins
Steve is an accomplished Strategic Director working in the property and real estate sector, with over twenty-five years of experience shaping large-scale development strategies, regenerating spaces, and driving commercial growth.
Steve has led the strategic direction for a variety of projects including mixed-use developments, residential masterplans, higher education estate portfolios and £1bn hospitals to name but a few. All whilst successfully navigating shifting market dynamics, planning frameworks, pandemics and stakeholder priorities.
He has worked on multiple major projects and programmes including the New Hospital Programme and has been supporting Calderdale and Huddersfield NHS Foundation Trust since 2019 providing capital support. Steve has been working with Procure since the pilot projects and brings significant NEC experience.
Chris Lowe
Chris is NEC Project Manager and has responsibility of administering the construction contract between the Trust and the Contractor undertaking the works to design and construct the New Clinical Building at Calderdale Royal Hospital. Speaking about the project, Chris said: "I am excited to work on such a transformation healthcare project providing state of the art facilities to benefit the local community and staff. These new facilities will provide modern and improved facilities for patients and staff, improve the patient experience and health outcomes."

AECOM
Youssaf Hussain
Yousaf is Associate Director, Building Structures and is the Lead Structural Engineer for the design of the New Clinical Building working closely with the Architect and Contractor to convert the consented design into a safe and robust building form that can be constructed and is compliant with design safety codes.
Speaking about his involvement in the programme, Yousaf said: "Working on the New Clinical Building my biggest achievement for this project has been to exploit the use of modern methods of construction; utilising prefabricated elements, digital tools and careful detailing to maximise efficiencies and reduce material waste.
"I am excited by the investment that is being made in the region with this major healthcare facility, and the opportunity to have worked on an integral building that will serve future generations."
Nathan Shelley
Nathan Shelley is Associate Director, Sustainability & Decarbonisation Advisory which involves coordinating the low energy/carbon strategy, assessing and monitoring whole life carbon impact to ensure the project is aligned with net zero carbon. Nathan says: "On the new Clinical Building the biggest achievement from my perspective is the collaborative approach to low carbon design followed by the project team (Laing O’Rourke, Arcadis, AECOM) and their supply chain, which has resulted in key low carbon materials being specified such as high recycled content aluminium façade elements, electric arc furnace (EAF) manufactured steel and recyclable mineral wool ceiling systems.
"This will be one of the first hospital buildings in the UK constructed in line with the new NHS Net Zero Building Standard. The building fabric and systems will be highly energy efficient and supplied with all-electric air source heat pumps, meaning no fossil fuel or local air pollution from the building in standard operation and lower energy consumption and costs for the Trust.
"The building will provide a comfortable indoor environment for staff and patients, which has good levels of natural and artificial light, temperature control and optimal indoor air quality by avoiding harmful construction materials – the aim ultimately is that this will enable staff to provide better levels of care."
Zhenzhen Zeng
Zhenzhen Zeng is the Principal Mechanical Engineer. Zhenzhen is the co-lead mechanical engineer in this project, her responsibilities included developing low carbon and energy efficient mechanical design strategies, coordinating specialist services, as well as other services designed to ensure the building met the client’s operational requirements. The day-to-day activities varied from attending the coordination meetings, engaging with the Trust, carrying out the design calculations and collaboration with other disciplines.
Her biggest achievement on the project is how the whole project team Laing O’Rourke, Arcadis and AECOM worked closely and collaboratively to develop an energy efficient building to the new NHS Net Zero Building Standard.
Reflecting on her role in the project, Zhenzhen said: "I always like to work on complex building projects, particularly ones that involve sustainability and developing energy efficient and low carbon solutions. I take great pleasure from seeing the positive impacts the collaborative design process can provide to the community."
